Is your feature request related to a problem? Please describe.
As a Janeway admin, I want to prevent users from creating public spam profiles.

Describe the solution you'd like
User profiles are no-index until the user has either a certain role (e.g. editor) or a live publication linked to their account.

Describe alternatives you've considered
User profiles always set to always be no-index
