Is your feature request related to a problem? Please describe.
Currently, Janeways registers DOIs for papers as journal articles, which requires an ISSN. We publish several conference proceedings that don't have ISSNs, so these registrations fail.

Describe the solution you'd like
If a publication is marked as "Is Conference" in the settings, register DOIs as conference papers.
