Setup Wizard not proceeding beyond "Checking for updates" [Android Pie] [Pixel XL]

Setup:

• AOSP branch: android-9.0.0_r34 (also tried android-9.0.0_r1 with same result).
• Running on Pixel XL device: variant aosp_marlin-userdebug
• GAPPS_PRODUCT_PACKAGES : pico (tried also nano, micro, mini with same result).

Steps to reproduce:

1. Flash the ROM
2. Boot up the device
3. Setup Wizard is shown
4. Select language, tap to "Start" button
5. Connect to a WiFi network
6. "Checking for updates" screen is shown with infinitely running progress animation

All I can do is close the wizard (using the "4 corners" exit trick) and proceed to using the system. Opening web sites in a browser shows network connection is OK.

The same issue. And I skip to choose wifi. "Checking for update" screen is never shown.

BUT!!!
You will receive a notification. The Android Setup is having trouble with Google Play services.

I have the same trouble on LineageOS 16 with OpenGapps ARM 9 Pico. Does anyone have a solution for my Samsung N8000 ?
