The README is out of date, and the wiki referenced in it no longer exists. We should update the docs section to be part of docs.openedx.org. We should be able to just resurrect the original documentation from here: https://github.com/openedx-unsupported/edx-platform-wiki/blob/master/Opaque-Keys-(Locators).md
