Grant Arch-BOM temporary write access to codejail-service in order to work on containerizing codejail and making it an external service.

Reasoning

In a previous request (#1353) Arch-BOM was granted temporary write access to codejail-service in order to work on containerizing codejail and making it an external service. The recent Core Contributor updates for 2U have removed that temporary write access, so we are requesting it back.

We also noticed that the maintainer of the repo is not set, and it has been previously agreed that @MoisesGSalas would be the maintainer. Maybe Axim wants to update catalog-info.yaml also? Up to you...

@jristau1984 I think it makes sense for Axim to be CCs on this repo for the time being, if in the future they wish to stop being CCs they can do that, but I don't think a "temporary" access that's different from the program makes sense here. What do you think?
