update templates for interactive mode

There are three key differences right now between the templates for budgeter and interactive mode. Probably for each, the budgeter mode is superior, but might disagree:

1. the edit metadata buttons are not present in interactive mode:

2. the scroll/sizing functionality on the report is different:

3. No footer in interactive mode, (and corresponding movement of submit button into right panel)
