Scale modal: Grey out "Skala erstellen" and "... bearbeiten" if now category exists #538

See specs

Reason: For first users (of the modal) it is not obvious what's a category and what's a scale. If we grey out "Skala erstellen" und "Skalen bearbeiten" and give an additional tool tip, they learn how the are connected.

Tool tip: "Erstellen Sie erst ein Kategorie. Skalen diese dann ergänzen."

I see the rationale but have you considered that we might still get in a situation where there are scales, but no categories? It might be unexpected that we can't edit those, then. 🤔

I see your point. What about the following solutions?
a) Make the "Hinweis: Skalen können ..." more prominent.
b) Or only grey out "Skalen erstellen" as long as no category exists.

Issue still exists in merged version. My suggestion: Make hint "Hinweis: Skalen können Kategorien ergänzen. ..." in modal "Neue Skala erstellen" more prominent.
