Flatpak package for Linux

As requested for OpenRefine: Would be great to offer/build Linux installer on a Flatpak package. Afterward could be offered on Flathub, so the installation process end up being just flatpak install flathub org.opendataeditor (flatpak install opendataeditor will probably work too).

It really makes sense, it's partially supported by https://www.electron.build/configuration/flatpak.html so generating the bundle will be only the matter of updating electron-builder.yaml. It seems that the submission to the hub needs to be done on our side in Github Actions
