Revisit forking of model components

Currently the model level is pointing the submodules to forks of model components in oceanmodeling organization.

At the next UFS Coastal quarterly planning meeting, the team should discuss if that still makes sense to do. Could we point to a stable commit hash or tag at the authoritative model repos instead, at least for a few of the models if not all?

Could we ask the respective model's dev team to perhaps create tags for UFS coastal?? similarly to ADCIRC tags for STOFS-2D-Global.

This is an important action. This is also linked to Jenkins / automated testing.

• Every X weeks, if the test passed we ask for a tag.
• I personally not in favor of multiple forks rather direct connection to model repo with a tag or commit hash
• This also will help us better support our users and development of RTs.
