Spike: (Cal State) Lift for RDS Postgres upgrade 12 -> 13

Cal state got a notificaiton that their rds postgres engine version will eol on march 25th 2025 at which time they will be charged more for extended support.

There is breaking changes in version 12 -> 13 postgres version upgrade and we need to investigate if their db is affected by these changes.

If they are we need to make a ticket to restore a current rds snapshot onto a new rds instance with engine 13+ installed and test.
