File errors after Fedora-Valkyrie migration

There are older established works in the ADL repository that are missing their attached files. I am noticing this error now, after we migrated from Fedora to Valkyrie, but I'm not convinced about what's causing the error. I'll leave that to the team to determine.

This work was uploaded via Bulkrax and the CSV attached files to works from an S3 bucket. The importer appeared successful. Other works I checked at the time of upload were all showing their attached files. Here's the importer.

This work was uploaded in the same importer. I tried deleting and reattaching one of the missing/malfunctioning files on this work, and errors resulted. First I got a CloudFlare gateway time out several times in a row, and now I can't open the work at all because of the error message.

In short, there is a critical issue with some files that can't be edited and repaired because attempts to repair the works leads to the whole work failing.
