Refers to the ability of the system to adapt to workload changes by provisioning and de-provisioning resources in an autonomic manner. A good way to think about it is in the context of video streaming services such as Netflix. When a new or popular show comes up, demand goes up and so do compute needs. An elastic system has the ability to accommodate such changes in demand. Using an elastic system is not as cheap as running your own software but good for scaling up and down.
