Mandatory "Owner" tag for all objects created as part of a deployment

Tag should be mandatory.

To keep track of related deployments, report on stragglers / orphaned objects, and help cleanup if Terraform state file is lost. Used for cost control at many organizations.

This should include tagging the prerequisite AMI created by Packer and referenced in the Terraform code.
