Anchor links to framework compatibility specifications do not work e.g. #additional-frameworks-framework #19866

Description

We often send links to customers to direct them to parts of the documentation; when sending anchor links to the framework documentation it does not work and just directs them to the base compatibility page.

Steps to reproduce

  1. Go to https://docs.newrelic.com/docs/apm/agents/net-agent/getting-started/net-agent-compatibility-requirements/#additional-frameworks-framework
  2. page will jump to a random page on the .NET Core compatibility page

Expected behavior

the anchor link should direct to the specific section of the .NET Framework compatibility specifications
