Exclude perl_lib/PHEDEX/Web from PHEDEX agents distro #1

Check shows that none of PHEDEX current release code refers to PHEDEX::Web modules.
Make sure it is excluded from the spec file to avoid cluttering the release area and to simplify
the integration process and release documentation in the ChangeLog.
