Loading ATS table

Hi,
I am new to Stored commands. I have problems with loading the new ATS table:

1. SC_START_ATS_CC fails because "Start ATS Rejected: ATS A Not Loaded"
2. I can load the table with CFE_TBL_LOAD_CC command: "Successful load of '/cf/sc_ats1.tbl' into 'SC.ATS_TBL1' working buffer"
3. SC_START_ATS_CC still doesn't work.
4. I have failed to validate the table: "Too many Table Validations have been requested", so I cannot activate the table either: "Cannot activate table 'SC.ATS_TBL1'. Inactive image not Validated"
   (During debugging I have found that CFE_TBL_ERR_NEVER_LOADED error occures.)

What am I doing wrong?
