It's currently using Python 3.8 which is EOL and won't be supported soon any more by mypy. Also upgrade Ubuntu to the latest LTS release at the same time.

I'll probably target Python 3.13 and build it myself, unless the Python 3.12 Ubuntu ships with seems more efficient somehow.
