r.to.vect fails with -c flag

The -c flag was added here: 2209d24
but is not supported before GRASS 8.5 (fix by @metzm here: OSGeo/grass#4690)

However, due to the existing GUI issues in GRASS 8.5, the docker base image was set to osgeo/grass-gis:8.4.0-ubuntu_wxgui.

The solution would be to backport OSGeo/grass#4690.

We are close to the GRASS GIS 8.4.1 release, so it could still become part of it. @metzm may decide if such a backport is too invasive for G8.4.
