This page explains the role and constitution of Project based Core Working Groups, including community guidelines to how to join them.

🧞♂ Project CWCs

Role of Project CWCs and its members:

  1. CWC members closely work with Steering Council members appointed to a Project. They are also an active group of contributors to a project.
  2. CWC members shall contribute to the project documentation for the public facing records.
  3. CWC members shall contribute to the project's lifecycle management.
  4. CWC members shall contribute to the source code of the project, if it has one, just like any other individual contributor to the project, except they may have additional privilege protocols to act on the project's change requests.
  5. CWC members shall introduce new members of the Foundation to their project's documentation.
  6. CWC members work with and counsel Steering Council members to ensure project direction is public facing, open and transparent, at all times.

{% hint style="info" %} 7. CWC members propose Community Proposals on behalf of the project.

Any CWC member may initiate a community proposal on behalf of a project for Foundation's Open Convention Forums.
A Steering Council member(appointed to a project) can nominate a community proposal for a Committee Vote.

Steering Council ratifies community proposals from Project CWCs and decides whether to accept or reject CWC member's proposals. {% endhint %}

Sometimes Steering Council members and the CWC chair may have a difference in their opinion, regarding a community proposal.

In the case, where CWC & Steering Council of the project have a difference in opinion on a project issue, and the Steering Council has rejected the counsel of CWC(within guideline 6), Project CWC can create a "Right to be heard" to the Observation Council.

The Observation Council members are also humans. They may not have a fitting solution to the issue. In this case, Project CWCs are always free to hold a community referendum on the issue. {% endhint %}

8. CWC members represent the Foundation's project in industry events and activities, and open source communities maintained by other organisations.

Public Notice(OPEN CALL): The Foundation is currently inviting members to constitute following Project CWCs:\ 1. Finscale CWC - Technical Writers, Developers with financial technology background, fin tech product managers, members with DeFi background.

2. Open Constitution CWC - Technical Writers, sociologist and anthropologists, researchers, developers with a financial services and Non for profit background, fin tech product managers, members with DeFi background.

How to Join?

The following guidelines explain how member(s) shall constitute Project CWCs:

Step 1: A member of the Open Council's Steering Council shall generally nominate a community proposal for appointing a member to a Project CWC.

  1. For the nomination to be successful, at least four members -

    Nominee, Member of the Steering Council nominating the member to CWC, two members from the project shall participate in the community proposal for the proposal to be taken up by the Steering Council members for a Council vote.

To build community consensus, a nominated candidate should work with the guidance of the member, nominating the candidate and publishing a public-facing report to support their nomination. Read CWC Nomination guidelines.

Step 2: Steering Council members call a Council Vote on the nomination for appointment.

These members also generally schedule an interview and document the interview for the public-facing records of all CWC nominations.

Step 3: Member is officially appointed to CWC by the Executive Council of the Foundation and further ratified by a jurisdiction-based Independent Board.\

  1. Project CWCs membership is a democratically elected position in the Foundation's Open Council.
  2. Project CWC appointment is a voluntary membership and invites an active contribution to the projects: Finscale or Open Constitution Dao.
  3. The approval of a member's nomination and subsequent appointment is made by the Steering Council and further ratified by the Independent Board.
  4. All nominations and appointments are made in good faith. \ CWC appointments are conditional to members registering their information to the Foundation's data registry for records and dilligence purposes.
  5. CWC appointments are made for a period of at least 1 to at most 3 years.
  6. Members can voluntarily resign or can be democratically removed from the appointment, based on an Open Council Resolution.
  7. The Council resolution is further voted by the community referendum to remove a member from a CWC. {% endhint %}
