When setting a date, the time is automatically set to 00:00. The time should not be set at all unless done so by the user (this is possible, Tasks.org on Android does it). Setting it to 00:00 is worse than useless, because it means your tasks will all be due at a time most people are asleep...

I also think that time should only be used when manually set by the user. If I'm not mistaken, Errands ads a time when modifying a task that previously did not have a time set, which also should not be the case in my opinion.
