Project what to view option frequently only shows single file TODOs

Issue:
The TODO list shows only items from a single file when in the "PROJECT" view. Changing focus to a new document does not update the view. Changing focus and saving that file does refresh the view and will display additional items.

Reproduce:
I haven't determined an exact method for reproducing this bug but if I do I'll update this issue.

How does your workspace and projects in that workspace look like when this is reproduced? "Find In Project" only looks inside the currently active project in your Atom workspace.
