Investigate ways to allow for inter-mod functionality

As it stands, mods are fairly stand-alone. They interact only weakly by way of multiple mods being able to hook the same function.
It would add a lot of power and functionality if there was an easy way for mods to implement some functionality and have it easy for other mods to utilise this in some way.
