investigate uv/rye as potential poetry replacement

uv 0.3.0 adds full end-to-end project management.

This blog argues fairly convincingly in favour of rye

The weird thing is that Rye and uv are both managed by astral.sh, of ruff fame (rye uses uv under the hood), and uv's 0.3.0 release means the whole-project-management features seem to be converging (see this discussion for more). This makes it a bit confusing to determine which path to go down.

Given both packages are currently 0ver, it may be prudent to wait until they're mature enough for a v1.0 release before recommending them for adoption, but it would be worth evaluating nonetheless
