I believe that currently the scattering factor parameter table from Peng et al in cryojax.constants is loaded into memory on import of cryoJAX. This can be fixed by creating a function that returns the table.

Closed with #312. However, it would be good to look in more detail into how we do this @ehthiede. This solution is fine for now I think though
