How to disable python interactive window

When I use # %% in the code, an interactive button such as Run Cell | Run Below | Debug Cell will automatically appear, and if the code is selected and press SHIFT+ENTER, it will also run in the interactive window. I wish to disable both functions.

The second one I have achieved by disabling the reference, but how do I disable the first one?

If you uninstall the Jupyter extension you will not get any interactive window features.
