WinUI 3 Gallery

Description

This app used to be named "Control Gallery", but has evolved to encompass many more things. The current folder structure is one where 📂 ControlPages > 📂 Accessibility and DesignGuidance - and since recently Fundamentals; but the last are not controls. They should "live" on the same level. Also note that in the UI: Design Guidance > Accessibility.
The label "All samples" should be "All controls".

Suggestion: one Navigation split in two areas: a top part with these categories, and the second part is dynamic, filled with sub-items for the selected category.
