Re-add isTypeScriptVersion

Got dropped during the typescript-versions/header-parser split. I put it inside the TypeScriptVersion namespace this time for uniformity (although I'm not sure the namespace actually makes sense at all).

Fix typescript-installer “next” directory, persist publisher npm cache between deploys

3. Sort typesVersion from new-to-old so that in-order matching works correctly.
