I have the installed directories for SPF/PC 4.0 and SPF/Professional 5.0.Beta3, Dialog Developer Edition (I was a beta tester).
I don't have the installation media for SPF/PC 4.0. I do have the media for SPF/Pro, but it is on floppy disks, for which I don't have a drive to read.
With either product, it doesn't really need a Windows install; there's no registry entries. For either product, at most you set an environment variable or two.
SPF/PC is harder to get running. From what I recall, even in the DOS days it needed some settings for extended memory. Back in 2019 I got it running in DOSBox as an experiment -- I still have the config file I used -- but it was tricky, because DOSBox was designed for gamers who wanted to run in graphical mode, and SPF/PC is text mode.
SPF/Pro has worked for me in Windows, but I haven't been using it lately so I don't know how stable it is in Windows 11. I tried it today to read some Micro Focus format files (MF variable length and VRECGEN) and it crashed. If I recall, I was having problems with occasional crashes in Windows 7 (I think), which is why I switched to using SPF/SE 3.5 even though I liked SPF/Pro a lot better.
Let me know if you're interested.

Here's a copy of the installation media for SPF/Professional Enterprise Developer Edition 5.0.Beta2, which came on 3 3.5" floppy disks. I also made disk images using macOS; they should be able to be converted to other formats.
