Proposals should: <br>• Mention why you are interested in this Challenge and what about your background makes you particularly qualified to address the aforementioned issue areas. <br>• Include measurable goals and benchmarks. <br>• Demonstrate the use of marketing techniques such as print/social media, etc. <br>• Provide a foundation upon which future E3! Ambassadors can build. Note: We are looking for applicants who are succinct and able to concisely outline their ideas. Given the time constraints for the E3! E3! is a new Ambassadors Program that "Educates, Engages, and Empowers" the next generation of leaders committed to advocating for Asian Americans and Pacific Islanders (AAPIs). The E3! Ambassadors Program affords young leaders the opportunity to brainstorm and implement their own unique ideas to help improve the overall quality of life for AAPIs across the country.

<p>By submitting an application to this Challenge, the applicant agrees to adhere to the application guidelines below.</p> <p><span style="text-decoration: underline;"><b>Guidelines</b></span> <span style="text-decoration: underline;"><b>Encouraged Participants</b></span> &nbsp; &nbsp; <br>• WHIAAPI invites individuals between the years of 18 to 30 years old at the time of application, and who reside within the continental U.S. or territories of the U.S., to apply. <br>• No more than 15 applicants will be selected per federal region (see Regional Map). <br>• Federal employees are ineligible to apply. <span style="text-decoration: underline;">Where to submit:</span> Please submit your application via <br>• Email to [email protected] with subject line “E3! Program Application” or <br>• Hard copy to the following address: White House Initiative on Asian Americans and Pacific Islanders RE: E3! Program Application 550 12th Street SW Washington, DC 20202 Note: We are looking for applicants who are succinct and able to concisely outline their ideas. Given the time constraints for the E3! Ambassadors selection process, we may not be able to consider any application that provides responses that exceed 750 words. If you use email to submit your application please include your responses to the questions (later in this notice) as an attachment. However, if you include your responses in the body of the email message, we will still consider them if the email arrives timely. If you send your application via some other method, we will not be able to consider your application if it is received by WHIAAPI after August 17, 2014. Individuals with disabilities can obtain a copy of this notice in an accessible format (e.g., braille, large print, audiotape, or compact disc) by contacting the WHIAAPI office at (202) 245-6021. If you use a telecommunications device for the deaf (TDD) or a text telephone (TTY), and need other assistance please call the Federal Relay Service (FRS), toll free, at 1-800-877-8339, which can connect you with WHIAAPI. </p><p><span style="text-decoration: underline;">Proposal Acceptance Period:</span> Proposals will be accepted beginning on July 17, 2014 through August 27, 2014 (“Proposal Acceptance Period”). All entries must be received by the end of the Proposal Acceptance Period. <br>• <span style="text-decoration: underline;">Encouraged Applicants:</span> WHIAAPI invites individuals between the years of 18 to 30 years old at the time of application, and who reside within the continental U.S. or territories of the U.S., to apply. <br>• No more than 15 applicants will be selected per federal region (see Regional Map). <br>• Federal employees are ineligible to apply. </p><p><span style="text-decoration: underline;">Number of Entries:</span> One entry may be submitted per applicant. </p><p><span style="text-decoration: underline;">Finalist Selection and Notification:</span> Applications will be reviewed by a panel of reviewers, consisting of Initiative staff. The decisions of the panel on all matters relating to the Challenge are final. The Initiative will not consider any application that does not adhere to these guidelines or proposes a plan that would result in a violation of Federal law, regulation, or the policies of the U.S. Department of Education (ED) or the Initiative. Selected applicants will be notified via email. </p><p><span style="text-decoration: underline;">Copyright/Original Work:</span> Each applicant represents and warrants that he or she is the sole author and owner of the application submission for the Challenge (Submission); that the Submission is wholly original with the applicant (or is an improved version of an existing application that the applicant has sufficient rights to use and to authorize others (including ED) to use); and that the Submission does not infringe any copyright or any other rights of any third party of which the applicant is aware. Each applicant also warrants that the application is free of malware. </p><p><span style="text-decoration: underline;">Intellectual Property Rights:</span> By providing a Submission to ED, each applicant grants to ED an irrevocable, paid-up, royalty-free, non-exclusive worldwide license to use, copy, distribute to the public, create derivative works from, link to, and display publicly (on the Internet or otherwise) the Submission (including the associated application) for a period of 1 year starting on the date of the announcement of the accepted applicants, and for such additional period as may be agreed to by ED and the applicant. All applicants will retain all other intellectual property rights over their Submissions. Each accepted applicant guarantees and agrees that the application or tool will be provided to the public free of charge for a period of one year starting on the date of the announcement of accepted applicants. Applicant also agrees to allow ED to use his or her name and other submitted information (i.e., address) in any news report, media release, or documentation issued by ED (or its designee) related to this Challenge. </p><p><span style="text-decoration: underline;">Limitation of Liability:</span> By submitting an entry for the Challenge, all applicants agree to, and thereby do, release, discharge, and hold harmless the Government and its employees, agents, contractors, and representatives (except in the case of willful misconduct) from any claims, losses, and damages arising out of their participation in this Challenge or any Challenge-related activities and the acceptance and use, misuse, or possession of any prize awarded hereunder, including claims for injury, death, damage, or loss of property, revenue or profits, whether direct, indirect, or consequential, arising from their participation in the Challenge, whether the injury, death, damage or loss arises through negligence, or otherwise. Participants will not be required to waive claims against the Government that arise from the unauthorized use or disclosure by the agency of the intellectual property, trade secrets, or confidential information of the applicant. The applicant shall be liable for, and shall indemnify and hold harmless the Government against, all actions or claims for loss of or damage to property (including any damage that may result from a virus or malware to the government’s computer systems or those of the end-users of the software and/or applications), resulting from the fault, negligence, or wrongful act or omission of the applicant. </p><p><span style="text-decoration: underline;">Privacy Policy:</span> Participation in the Challenge constitutes the applicant’s consent to the use by ED (and its agents and contractors) of the applicant’s name, likeness, photograph, voice, opinions, and contact information (i.e., email, phone number, and address) for communication purposes on matters regarding the Challenge in any media, worldwide, without payment or consideration. Participation in the Challenge also constitutes the applicant’s consent to permit ED and its agents and contractors to share any application information of an applicant who is selected to be a E3! Ambassador with WHIAAPI staff, members of the President’s Advisory Commission on AAPIs and Regional Interagency Working Group, as well as other Administration officials for purposes related to administering the Challenge, including the award of prizes. Individually identifiable information provided to ED by submitting an application to this Challenge will be used only to communicate on matters regarding the applicant’s submission or administering or implementing the Challenge. Individually identifiable information provided to ED by submitting an application to this Challenge will not be used for any purpose that is unrelated to the submission and/or administering or implementing the Challenge, unless such a use is required by law.</p>

<p>Last summer 2013, the White House Initiative on Asian Americans and Pacific Islanders (WHIAAPI) launched the <a href="http://www.ed.gov/edblogs/aapi/issue-areas/the-affordable-care-act/hey/">Healthy Engaged Youth (HEY!) Program,</a> encouraging young AAPI leaders to become Ambassadors by conducting outreach around the Affordable Care Act <a href="https://www.healthcare.gov/">(ACA)</a> within their campuses and communities.</p><p> This summer 2014, WHIAAPI is launching the E3! Program in order to “Educate, Engage, and Empower” young leaders to increase awareness and outreach around the following four issue areas: <b><a href="http://www.ed.gov/edblogs/aapi/education/">education,</a> <a href="http://www.ed.gov/edblogs/aapi/health/behavioral-health-and-aapis/">mental health,</a> <a href="http://www.ed.gov/edblogs/aapi/workforce-diversity/">pathways to public service,</a> </b> and <b><a href="http://www.ed.gov/edblogs/aapi/immigration/">Deferred Action for Childhood Arrivals (DACA)</a>.</b> </p><p>The mission of the WHIAAPI E3! Ambassador Program is to Educate, Engage, and Empower young leaders to increase awareness around critical issues facing the AAPI community and to highlight key federal programs and resources in which AAPIs may be underserved. Selected E3! Ambassadors are encouraged to conduct outreach within their campuses and communities – whether it’s setting up a table to share resources at a campus fair, facilitating a workshop during a conference, or even utilizing social media – with the goal of improving the quality of life and opportunity for young AAPIs. Ambassadors are encouraged to commit at least 10-20 hours a month working on tabling, speaking at events, facilitating workshops, or conducting outreach via print/social media, etc. within their campus or community. E3! Ambassadors will be expected to participate in conference call check-ins every other month and will be responsible for coordinating with relevant staff members during their tenure as E3! Ambassadors.
