**LymeX Innovation Accelerator** In October 2020, the U.S. Department of Health and Human Services (HHS) and the Steven & Alexandra Cohen Foundation [announced](https://www.hhs.gov/about/news/2020/10/10/hhs-steven-alexandra-cohen-foundation-announce-25-million-lymex-innovation-accelerator.html) a new $25 million-dollar, public-private partnership — the [LymeX Innovation Accelerator](https://www.hhs.gov/cto/initiatives/innovation-and-partnerships/lyme-innovation/lymex/index.html) (LymeX). As the largest Lyme disease public-private partnership in history, LymeX collaborators include Lyme patients, patient advocates, and key stakeholders across academia, nonprofit organizations, industry, and the government. Tick-borne diseases, including Lyme disease, are increasing in number, and expanding to new areas in the United States. According to the CDC, domestic cases of tick-borne diseases have [more than doubled from 2004 to 2018](https://www.cdc.gov/ncezid/dvbd/pdf/Brochure_National_Framework_VBDs-P.pdf). The development and survival of ticks, their animal hosts (such as deer), and the bacterium that causes Lyme disease are all [strongly influenced by climatic factors](https://www.cdc.gov/climateandhealth/pubs/VECTOR-BORNE-DISEASE-Final_508.pdf), especially temperature, precipitation, and humidity. **LymeX Education and Awareness Healthathon Contest** **Challenge** * Create educational materials (for example, social media content, educational or training videos, graphics, or posters) to help raise awareness about how to recognize the signs and symptoms of Lyme disease, how to prevent tick bites, how to recognize a tick, what to do if you’ve been bitten, or when to seek medical care. **Eligibility** * This challenge is open to all who are eligible. Prizes are non-monetary in nature. Teams and individuals with submissions meeting the baseline scoring criteria will be selected to receive non-monetary prizes. Teams and individuals selected as winners with submissions meeting the baseline scoring criteria will be eligible to receive non-monetary prizes, including a commemorative challenge coin or medal, a certificate of appreciation signed by an HHS official, a highlight on our hhs.gov website, or a highlight on the @Lyme_X social media page. The top three winners selected by Healthathon judges will be invited to present during a Winning Solutions.
* Submissions can involve any of the following mediums: * Social media content * Educational or training video * Graphic * Poster * All submissions must use facts from federal Lyme and Tickborne disease websites. * Submissions must meet a minimum baseline of 50 points out of a 100-point scale (see Judging Criteria below) to qualify for prizes. * The submission must not: * Contain privileged or confidential information, any material non-public information about any company, or any other information that entrant does not wish to make available for public viewing; * Contain material that violates or infringes another’s rights, including but not limited to privacy, publicity or intellectual property rights, or constitute copyright infringement; * Disparage the organizers or any other person or party affiliated with the Healthathon; * Contain brand names or trademarks other than those owned by you, owned by the Organizers, or which entrant has a sufficient license to permit the use in entrant’s Submission in this Healthathon; * Contain images or artwork not created, licensed, or owned by you; * Contain material that is unlawful, indecent, obscene, hateful, tortious, defamatory, or otherwise inappropriate, as determined by either HHS in its sole discretion; * Falsely state or misrepresent any affiliation with any person or entity; * Endorse any religious or political cause or candidate; * Contain any personally identifying information about participant or any other person; * Depict any minor; and * Contain any virus, worm, Trojan horse, Easter egg, time bomb, spyware or other computer code, file or program that is harmful or invasive or that may or is intended to damage or hijack the operation of, or to monitor the use of, any website, hardware, software or network. * Submissions that do not follow the rules will be disqualified. * Submissions will be judged in accordance with 15 U.S.C. § 3719 and this notice. No cash prize will be awarded. The selected submissions may receive a commemorative challenge coin or medal, a certificate of appreciation signed by an HHS official, and/or highlight on our hhs.gov website, and/or a highlight on the @Lyme_X social media page. * **Eligibility Requirements** To be eligible to win a prize under this Challenge, a Participant (whether an individual, group of individuals, or entity) — * Shall have registered to participate in the Challenge under the rules promulgated by HHS as published in this announcement; * Shall have complied with all the requirements set forth in this announcement; * May not be a Federal entity or Federal employee acting within the scope of their employment; * May not be a Federal employee of the Department of Health and Human Services (or any other component of HHS) acting in their personal capacity; * May not be an employee of the HHS contractors participating in LymeX; * Who is employed by a Federal agency or entity other than HHS (or any component of HHS), should consult with an agency Ethics Official to determine whether the Federal ethics rules will limit or prohibit the acceptance of a prize under this Challenge; * May not be a judge of the Challenge, or any other party involved with the design, production, execution, or distribution of the Challenge or the immediate family of such a party (i.e., spouse, parent, step-parent, child, or step-child). * Federal grantees may not use Federal funds to develop their Challenge submissions unless use of such funds is consistent with the purpose of their grant award and specifically requested to do so due to the Challenge design as described in this announcement. Federal grantees who use Federal funds to develop their Challenge submissions must also obtain written prior approval from the appropriate grants management or program officer and provide documentation of prior approval upon request by HHS. * Federal contractors may not use Federal funds from a contract to develop their Challenge submissions or to fund efforts in support of their Challenge submissions. * Submissions must not infringe upon any copyright or any other rights of any third party. * By participating in this Challenge, each Participant (whether an individual, group of individuals, or entity) agrees to assume any and all risks and waive claims against the Federal government and its related entities (as defined in the America COMPETES Reauthorization Act, as amended), except in the case of willful misconduct, for any injury, death, damage, or loss of property, revenue, or profits, whether direct, indirect, or consequential, arising from participation in this Challenge, whether the injury, death, damage, or loss arises through negligence or otherwise. * Based on the subject matter of the Challenge, the type of work that it will possibly require, as well as an analysis of the likelihood of any claims for death, bodily injury, property damage, or loss potentially resulting from Challenge participation, no Participant (whether an individual, group of individuals, or entity) participating in the Challenge is required to obtain liability insurance or demonstrate financial responsibility in order to participate in this Challenge. * By participating in this Challenge, each Participant (whether an individual, group of individuals, or entity) agrees to indemnify the Federal government against third party claims for damages arising from or related to Challenge activities. * A Participant (whether an individual, group of individuals, or entity) shall not be deemed ineligible because the Participant used Federal facilities or consulted with Federal employees during the Challenge if the facilities and employees are made available to all Participants participating in the Challenge on an equitable basis. * By participating in this Challenge, each Participant (whether an individual, group of individuals, or entity) warrants that they are the sole author or owner of, or has the right to use, any copyrightable works that the submission comprises, that the works are wholly original with the Participant (or is an improved version of an existing work that the Participant has sufficient rights to use and improve), and that the submission does not infringe any copyright or any other rights of any third party of which the Participant is aware. In addition, each Participant grants to the HHS an irrevocable, paid-up, royalty-free nonexclusive worldwide license to reproduce, publish, post, link to, share, and display publicly the submission on the web or elsewhere, and a nonexclusive, nontransferable, irrevocable, paid-up license to practice, or have practiced for or on its behalf, the solution throughout the world. Each Participant will retain all other intellectual property rights in their submissions, as applicable. To participate in the Challenge, each Participant must warrant that there are no legal obstacles to providing the above-referenced nonexclusive licenses of the Participant’s rights to the Federal government. To receive an award, Participants will not be required to transfer their intellectual property rights to HHS, but Participants must grant to the Federal government the nonexclusive licenses recited herein. * HHS reserves the right, in its sole discretion, to (a) cancel, suspend, or modify the Challenge, and/or (b) not award any prizes if no entries are deemed worthy. * Each Participant (whether an individual, group of individuals, or entity) agrees to follow all applicable federal, state, and local laws, regulations, and policies. * Each Participant (whether an individual, group of individuals, or entity) participating in this Challenge must comply with all eligibility requirements, rules, and terms and conditions. Participation in this Challenge constitutes each such Participant’s full and unconditional agreement to abide by these requirements. Winning is contingent upon fulfilling all requirements herein. **Terms & Conditions** 1. No HHS or any HHS affiliated logo – The product must not use the HHS logo, logos used by an HHS Agency, or official seals and must not claim endorsement. 2. Functionality/Accuracy – A product may be disqualified if it fails to function as expressed in the description provided, or if it provides inaccurate or incomplete information. 3. Security - Submissions must be free of malware. Each participant represents that submissions are free of security threats and/or malware. Participants must agree that HHS may conduct testing on the product to determine whether malware or other security threats may be present. HHS may disqualify the submission if, in our judgement, it may damage government or others’ equipment or operating environment.
**Judging Panel** Technical reviewers with expertise relevant to the challenge will evaluate the submissions based on their ability to achieve the criteria listed below. The Solutions and evaluation statements from the technical reviewers will then be reviewed by federal employees serving as judges, who will select the top three winning teams or individuals, who will be invited to present during the Winning Solutions Webinar. The Award Approving Official will be Dr. Kristen Honey, Chief Data Scientist, Senior Advisor, Office of the Assistant Secretary for Health. **Judging Criteria** Submissions will be judged by the following criteria on a 100-point scale: * Alignment with Challenge Objectives (Up to 20 points) * Up to 20 points may be awarded for this category. Aspects of ‘Alignment with Challenge Objectives’ that we may consider are: * The extent to which the submission may serve as educational material for raising awareness about Lyme disease. * The extent to which the submission provides guidance on how to prevent tick bites. * The extent to which the submission calls attention to the signs, symptoms, or risks of Lyme disease. * Use of federal Lyme and Tickborne disease websites (Up to 30 points) * Up to 30 points may be awarded for this category. Aspects of ‘federal Lyme and Tickborne disease websites’ that we may consider are: * Does the submission use fact-based resources from federal Lyme and Tickborne disease websites as part of the submission? (Yes or No) * Does the submission reference the source of information contained in the submission? (Yes or No) * Are the facts and information in the submission limited to what can be found publicly on federal Lyme and Tickborne disease websites? (Yes or No) * The extent to which federal Lyme and Tickborne disease websites used from federal sources raise awareness about the risks of Lyme disease and prevention methods for tick bites. * Design (Up to 30 points) * Up to 30 points may be awarded for this category. Aspects of ‘Design’ that we may consider are: * The extent to which the submission has a clear, unified concept that is interesting and or thought-provoking. * The extent to which the submission shows a quality composition, production, creativity, and aesthetics. * The extent to which the submission is appealing with a solid plan for the organization of information. * Impact and Innovation (Up to 10 points) * Up to 10 points may be awarded for this category. Aspects of ‘Impact and Innovation’ that we may consider are: * The extent to which the submission is novel, groundbreaking, and/or a creative application of an existing approach. * The extent to which the submission may impact research surrounding education and prevention for Lyme disease. * The extent to which the submission provides new insights on the use of information on federal Lyme and Tickborne disease websites. * Uniqueness (Up to 10 points) * Up to 10 points may be awarded for this category. Aspects of ‘Uniqueness’ that we may consider are: * The extent to which the submission sets itself apart from previous or current educational materials intended to bring greater awareness of Lyme Disease, highlight the risks, and identify ways to prevent tick bites effectively. * The extent to which the submission sets itself apart from other submissions. * The extent to which the submission extends a novel idea, question, concept, or product to synthesize existing information.

LymeX Innovation Accelerator

    • Up to 10 points may be awarded for this category. Aspects of ‘Impact and Innovation’ that we may consider are:
      • The extent to which the submission is novel, groundbreaking, and/or a creative application of an existing approach.
      • The extent to which the submission may impact research surrounding education and prevention for Lyme disease.
      • The extent to which the submission provides new insights on the use of information on federal Lyme and Tickborne disease websites.
  • Uniqueness (Up to 10 points)
    • Up to 10 points may be awarded for this category. Aspects of ‘Uniqueness’ that we may consider are:
      • The extent to which the submission sets itself apart from previous or current educational materials intended to bring greater awareness of Lyme Disease, highlight the risks, and identify ways to prevent tick bites effectively.
      • The extent to which the submission sets itself apart from other submissions.
      • The extent to which the submission extends a novel idea, question, concept, or product to synthesize existing information.
