Fuzzy transcript merging

It may be useful to provide an option to merge transcripts within a window at the GTF level, rather than just with the merge table. For example, users starting from more raw data may have transcript calls that have noisy 3' ends called. While quantification in scUTRquant might be identical, it would help with providing a minimal set of named isoforms to consider.
