Would using Tectonic speed up the set.mm TeX build?

Right now we check that the TeX formatting in set.mm works on every pull request at

set.mm/.github/workflows/verifiers.yml

This is the slowest of our checks, and the only slow part is installing TexLive. Perhaps we could speed it up by using Tectonic. The site discusses why it is a smaller up-front download and also has some information about setting it up with github actions
