Governance script to update Governor.votingPeriod and set MentoLabs MultiSig

Description

Once the Locking changes are audited and merged, we should deploy the new implementation and upgrade Locking contracts to use the new implementation using the MentoLabs Multisig.

We should also update the votingPeriod for the MentoGovernor from 120960 to 604800 and set MentoLabs Multisig Address on the Locking contract. Write the proposal script for these 2 transactions.

• Once the votingPeriod is updated, voting will take 5 weeks to complete until L2 transition happens. This proposal should be executed close to the L2 transition, and we should be in a governance freeze until the transition
