PropertiesConfiguration类的设计不明确，导致死锁 #14

若PropertiesConfiguration存在多个实例，则调用过程中有死锁的情况出现。
发生的原因，是reloadable和reloadExecutorService变量定义有问题。
不知道PropertiesConfiguration类的定义是什么，全局单例？
