With browser open and in focus, "Alt" does not access the browser menu items. Compare this with Firefox:

Issue addressed in this PR: electron/electron#15302
I don't see the fix in the CHANGELOG for electron v4.0, so not certain when it's coming.
This issue is dependent on us upgrading electron in #410
