Heroku has a free tier for postgres, that likely will be sufficient: https://www.heroku.com/pricing#data-services

Will have to read up on how next.js/netlify provide connections to databases through APIs. It's the JAMStack, which is Javascript, APIs and Markup: https://snipcart.com/blog/jamstack
