Feed back alerts of interest to Kafka as a topic

On the adler-night node, we can save storage space by sending back any alerts we are interested in investigating during the day under a new Kafka topic. Then, during the day, adler-day can pull just this topic. This way adler-night and adler-day don't have to communicate.
