Should content that is in the review tab also be in the approvals tab

Looking at our approvals dashboard view, this shows any content that the latest revision is in the review workflow state.
The review tab on the other hand only shows content that also has an attached review entity (becuase it was previously published) so these are the scheduled reviews. We've noticed that content in the review tab also appears in approvals becuase both have a review workflow state.

Is it intended that the approvals dashboard also contains review existing publsished pages without changes?

Or should it be that approvals is for pages that have been placed into review as they have changes, and review is for pages that have been published and need checking if they are still current.
