Clothing Rack reached mass limit with only .57 kg of headwear

Not sure if this is a misunderstanding in how it's supposed to work but I had 8 headwear items on a clothing rack, each around 70g. The total was only .57 kg. The min and max of the clothing rack are supposed to be 10 total/5per cell and 20 total/10 per cell, respectively. The max mass is 5kg total, and 2 per cell. The clothes on the rack have not even gotten close to the limit for the rack. The total nor the per cell limit was reached and yet it tells me its limited by mass? Not sure if this is a bug.
