Update CHD to support ZSTD

Mame 0.262 introduced zstd as data compression. It would be good to update to the newest chd version to use the benefits from zstd over zlib.

Is there a preferred bounty program/service that retroarch uses? I'd like to put a bounty on this to encourage it a bit. The bounty page points to a service that no longer exists.
