When is the decision made that a device is down? #325

A device is recognized as "Down" if the "Report Down" notification is active and it was not "found" during a scan with any of the configured methods, i.e. it does not respond to the ARP request or does not appear in the tables of the various routers. If the "Report Down" option is deactivated, nothing happens and the device may be "offline" for a short period of time |

Hi, first of all, I am super happy with this fork of Pi.Alert. Great job!
I just wonder, I have two specific devices that is shown and logged as down at least once every hour in Pi.Alert. In another monitoring tool they are polled every 20th second at specific IP ports and there they are never down. Other devices in the same network do not show the same behavior. Not a big issue, just wondering how the decision is made ...
