Bulgarian Scriptshifter character problem

Latin ŭ should be converted to ъ but it is not. For example,

Pŭrvo izdanie -> Пŭрво издание

Should be Първо издание

Also, ĭ needs to go to й, and it is staying as ĭ.

Stefano, we're trying to get Randy set up for editing the YAML so he can tackle this I suspect once we have that in place. I'm just parking it here because it is a scripshifter issue in the end.
