当调度器调度到异常的worker节点时，调度器会做如何处理(是否会重新分配任务到正常的worker)，目前从代码上来看只会记录日志和告警

目前还没上线，我把你的代码 拿来做了二开，在看的这块的时候有些疑惑，所以问下哈，感谢老铁的无私奉献
