BST is not BST, and moreover what it is doesn't work entirely correctly.

Where we say BST in cdatecalc, we mean 'UK civil time'. This needs changing.
However, we don't do what we mean either - there was a double-DST experiment 
from 1968-1971, and during 1940-1945:

And we should account for this.
