BST is not BST, and moreover what it is doesn't work entirely correctly. #3

Where we say BST in cdatecalc, we mean 'UK civil time'. This needs changing.
However, we don't do what we mean either - there was a double-DST experiment 
from 1968-1971, and during 1940-1945: 
<http://en.wikipedia.org/wiki/British_Summer_Time>

And we should account for this.
