Before 1972, GMT was identical with UT, not UTC. 

Our BST code therefore gives the wrong answers when asked about dates < 1 Jan 
1972 since we have no way (yet) to model UT.

We should model UT and thus GMT. One can then model BST correctly by layering 
the BST zone over a GMT zone.
