Add the Config API for Kubeflow Trainer controller manager

What you would like to be added?

We should add support for Config APIs in Kubeflow Trainer controller manager.
That will allow us to set configuration settings for the controller manager via unified ConfigMap.

A few examples can be checked here:

• JobSet: https://github.com/kubernetes-sigs/jobset/blob/main/api/config/v1alpha1/configuration_types.go
• Kueue: https://github.com/kubernetes-sigs/kueue/blob/main/apis/config/v1beta1/configuration_types.go
• Katib: https://github.com/kubeflow/katib/blob/master/pkg/apis/config/v1beta1/types.go
