Hypothesis made for tests

This discussion can be used in order to post any update in the hypothesis we make for our test. This can range from values we decide to skip (e.g. post-state value for coinbase address) to entire test we skip (e.g. performance tests which we cannot pass).

This discussion should be revisited now and then in order to verify that any emitted hypothesis has not be invalidated.
