gradle project for plugin creation currently resides in https://github.com/kit-data-manager/SEMplugin/tree/pp13

This causes issues (kit-data-manager/SEMplugin#5 )

steps to integrate plugin with mapping script directly

restructure mapper repo
integrate gradle plugin code
joint version configuration for python and gradle parts
create github action for plugin jar
update github action for executable
