Update request and event log retention based on plan

I want to reduce retention of request log data for Std tiers, and increase it for Ent tiers. Most accounts only use the last 72 hours worth of request log data, so we should reduce Std tiers to that, and then Ents can be variable retention based on contract (some want all the data kept into perpetuity), and 24 hours for Dev tiers. I also want to skip storing event logs for non-Ents, since this data is not accessible on Std/Dev tiers anyways.
