Can you offer dictionary files in *. slob to use with Android apps like OSS-Dict?

Oh okay I didn't know that their dictionaries are converted from wikidict.
How to suggest new translations?

Oh okay I didn't know that their dictionaries are converted from wikidict.

Not all of them are, but many (those with the YYYY.MM.DD version number).

How to suggest new translations?

All WikDict dictionaries are generated from the translations in Wiktionary. If you improve the translations in the respective Wiktionary, they will make it into the next WikDict update.

How to get the ones that are not on freedict?

FreeDict maintains a bunch of dictionaries by hand an only fills the gaps with the WikDict dictionaries (and because there are a lot of gaps, a lot of FreeDict dictionaries are included). There are no pre-generated slob files for the others, but you can use https://github.com/ilius/pyglossary/ to convert from other formats. FreeDict converts from the TEI files in https://download.wikdict.com/dictionaries/tei/no-infl/.
